CETA hears annual SDC program update; downtown utilization totaled $112,000

Ally Camp presented the Springfield Economic Development Agency’s annual system development charge (SDC) program update, reporting $112,000 in SDC utilization in the downtown urban renewal district in the last calendar year and describing recent program accounting and process changes.
Camp said the board’s prior work in 2023 added program structure, resolutions and a memorandum of understanding to manage repayment of past SDC debts to the city. The board briefing memorandum shared with members details utilization across the downtown and Glenwood areas; Camp said the $112,000 total reflects tenant-improvement projects from the 100 block through the 2200 block of downtown.
Camp noted two accounting adjustments tied to expired building permits: one Glenwood permit that never came to fruition and a downtown project whose permit expired and later resumed. She said the team adjusted the SDC records so expenses are recorded in the year the activity actually occurred, and explained the difference between calendar-year tracking (used to budget pay-as-you-go downtown expenses) and fiscal-year accounting.
Camp said Glenwood repayments to the city are being deferred so the program can “make strategic investments in infrastructure needs for Glenwood.” She also said staff added a program application and process checks at permit intake to better capture eligible projects within the downtown and Glenwood boundaries.
Board member Lovell asked whether the program tracks project completion and recommended a follow-up notification when a project finishes; Camp and board members agreed notifying developers either at project completion or at permit intake could help awareness that SDC assistance was used. No formal action was taken on the update; board members encouraged annual SDC reports going forward.
