Commission backs zone change at 3410 Eagle Drive from R-4 to C-1

The Casper Planning and Zoning Commission approved a zone change for 3410 Eagle Drive, Lot 1, Tri View Addition, moving the property from R-4 (high-density residential) to C-1 (neighborhood convenience).

Staff explained the parcel is undeveloped and located at the northwest corner of Southwest Wyoming Boulevard and Eagle Drive. The requested change would allow a broader range of uses; staff provided permitted-use comparisons for R-4 and C-1 and noted the Future Land Use Map designates the parcel as Neighborhood 2, which typically includes single- and multifamily residential uses. Staff also listed applicable comprehensive plan principles for the commission's consideration and noted two letters of opposition were submitted.

The applicant, identified in the record as R C Shogi LLC, explained the scope of intended uses. Commissioners raised questions about whether C-1 zoning would allow drive-through restaurants and about differences between C-1 and C-2 uses; staff explained that R-4 explicitly prohibits drive-throughs for restaurants while C-1 does not expressly prohibit them in the same language. Staff also noted the R-4 permitted-use listing includes offices with fewer than 20 employees, while C-1 permits offices without that employee cap.

Commissioner Hutchinson moved to approve the zone change; Commissioner Elston seconded. With all members voting aye, the commission approved the rezoning and will forward a recommendation to the City Council for final action.
