Committee hears bill to align joint operating agency bidding thresholds with public utility districts

For the record, Kim Cushing, staff to the committee, described engrossed House Bill 14 61, which would increase the dollar thresholds that require sealed-bid procurement for joint operating agencies (JOAs). Currently JOAs face lower thresholds than public utility districts (PUDs); the bill would raise the JOA thresholds for purchases of materials, equipment or supplies from $15,000 to $30,000, add a $75,500 threshold for single-craft construction projects, and raise the multi-craft construction threshold from $25,000 to $150,000.
