Summary
The Zoning Commission approved final action on a large PUD modification for the Florida Rock site (Square 708), recording support after the applicant addressed concerns about waterfront setback, bike parking, and phasing; commissioners noted substantial community outreach and inclusionary zoning commitments.
The Zoning Commission approved final action on a Planned Unit Development modification for the Florida Rock site at Square 708. Commissioners said the applicant addressed concerns raised at the Jan. 23 public hearing about waterfront setbacks, bike parking, and project phasing.
Commissioner Imamura summarized the record, noting the applicant submitted updated plans and proffers at Exhibits 28–32 and that ANC 6/8F filed a supportive report (Exhibit 30). He said the applicant agreed to provide a condition requiring commencement of construction on the final phase within the regulatory time period and to continue outreach with the ANC. Commissioner Wright described the project as "very, very large and complex" but said outstanding questions had been answered. Another commissioner noted the project will include almost 600 residential units and that inclusionary zoning commitments "exceed the minimum requirements, not by enough, never by enough, but slightly by enough."
Commissioners complimented the applicant's landscaping and design solutions and recorded support for final action. Commissioner Imamura moved to take final action on Case No. 04-14H; the motion passed on a roll-call vote recorded as 5-0-0, with an absentee ballot from Commissioner Stidham recorded in favor "with such conditions as the commission may impose." The commission directed staff to include the agreed conditions and revised plans in the final order.
