Commissioners approve rooftop HVAC replacement and cooling-tower softener for work-release facility

Bill Stonestreet, the county’s maintenance representative, told the Howard County Board of Commissioners the work-release building’s rooftop furnace and air conditioner failed after very cold weather and that the unit has a cracked heat exchanger and a failed compressor.
Stonestreet said repairing the unit would cost about $78,000, while buying a new rooftop unit would cost roughly $13,000 and installation could be done for about $20,000 if maintenance performs the work: “To repair it, we're looking around $78,000. I can repurchase a brand new one for $13,000, and we can get it installed for around 20,” he told the board.
Commissioners approved a motion to contract with CoomTek Building Repair for the rooftop unit replacement, not to exceed $20,000. The board also approved purchase of a water softener for the cooling tower from Culligan for $2,387, to be paid from the county’s building upgrades account.
The transcript records the motions as moved and seconded and approved with the board’s verbal “Aye.” Individual roll-call votes were not recorded in the meeting transcript.
Stonestreet said the softener is important to treat incoming water to the cooling tower and that the county had previously been using an alternate treatment method. The rooftop unit purchase and softener are budgeted from building-repair and building-upgrade accounts, as identified in the meeting remarks.
