Board adopts general-plan amendment to update safety element reference to local hazard mitigation plan

The Lake County Board of Supervisors voted unanimously to adopt a resolution amending the safety element of the county general plan so it references the most recent Local Hazard Mitigation Plan, a change tied to state law AB 2140.

Miriah Turner, Lake County community development director, told the board the change is required under state law. "There is state law, AB 2,140, that requires this update to the general plan after every update of the local hazard mitigation plan," Turner said, adding that failing to update the general plan "could compromise our ability to qualify for assistance in the future in some ... different grants."

Turner said the proposed resolution follows an earlier board resolution that adopted the Local Hazard Mitigation Plan and noted that state law requires a noticed public hearing on the general plan amendment. No members of the public spoke during the hearing on this item.

The board's roll call produced unanimous approval. Supervisors voted: Supervisor Owen — aye; Supervisor Sabatier — aye; Supervisor Rasmussen — aye; Supervisor Pyska — aye; Supervisor Crandall — aye. The clerk announced the motion carried 5-0-0.

The resolution brings the county into explicit compliance with AB 2140 by adding a formal reference to the updated hazard mitigation plan in the safety element. County staff did not outline additional text changes to the safety element beyond the reference update during the hearing. The board did not take further action on parallel grants or specific spending tied to the change during this meeting.

The amendment is procedural in nature: it aligns the general plan text with the recently adopted Local Hazard Mitigation Plan to maintain eligibility for state and federal assistance programs that rely on current local planning documents.
