Board approves courthouse security improvements and elevator modernization contracts

Assistant County Manager Monica Steele described the court security project as a long‑standing need. The work — Haworth Construction’s low bid at just over $1.3 million — includes creating a single point of public entry, improving historic windows, hardening a lobby area and adding holding‑cell space in the old law library. The manager noted the county had budgeted $1.6 million and that the bid came in under that amount. The board voted to authorize the county manager to sign the Haworth contract and any amendments.
Separately, staff reported on a separate elevator modernization solicitation that combined work at the courthouse and two county buildings (808 and 820 exchange). KONE submitted the low, responsible bid at $627,000, under the $760,000 budget. Staff said elevators have long lead times and that the courthouse elevator work will render the elevator unavailable for about four weeks; staff will coordinate alternate access for people with mobility needs and consider temporary relocation of some court services if required. The board authorized the county manager to sign the KONE contract and any amendments.
Commissioners asked questions regarding exterior changes, preservation of historic facades and parking; staff said most work is interior, that replacement windows will follow historic review requirements and that no new offices or net parking changes were part of the contract. The board emphasized coordination with courts, sheriff and facilities staff to minimize public disruption while work proceeds.
