Planning commission holds work session on Shaw Development contractor storage yard; no formal action

The Montgomery County Planning Commission entered a work session on March 12 to consider a special use permit request from Shaw Development for a contractor storage yard on a parcel off Flanagan Drive.

Commissioners reported a site visit earlier in the day and discussed site configuration, buffering and access. Staff showed aerial images of the parcel and noted the property is just outside the Christiansburg town limits and visible from Interstate 81. Commissioners asked whether the yellow outline on the map represented the tax parcel and whether the parcel had frontage; staff confirmed the outline was the subject parcel and that it is a nonconforming lot without street frontage.

Kevin Connor, representing Shaw Development, said previous boundary-line adjustments had been completed and that the parcel has a recorded 40-foot access easement; staff confirmed that an access easement exists for the lot that lacks direct street frontage. Commissioners also discussed the status of Flanagan Drive, with staff noting state maintenance ends at the cul-de-sac near the subject property and that Flanagan functions as a frontage road for I‑81 in that area.

Commissioners said the existing building on the parcel appeared buffered by surrounding land and that the property’s topography and high bank provide screening from adjacent properties. No formal vote or motion was taken; the commission left the work session and returned to the regular meeting agenda. No final decision on a special use permit was recorded during this meeting.
