Whatcom County has engaged an owner's representative to support procurement and public engagement for the county's jail and planned behavioral care center (BCC), and task force members clarified how that role differs from Village Reach's data and communications work.
"The owner's rep are a direct representative of Whatcom County in the procurement stage," a staff member explained to the Implementation & Policy Reform Task Force. The owner's representative, named in the meeting as STV, will help develop RFQs and RFPs for architectural and construction work, support public engagement coordination and conduct a capacity analysis expected to run from March into midsummer.
Village Reach, by contrast, is focused on the performance measurement and implementation plan dashboard for the Justice Project. A task force member said Village Reach's work centers on "the criminal justice side" data dashboard and monitoring outcomes for the implementation plan.
Task force co-chairs and staff also announced the Justice Project website is now live with quarterly reports and a two-page implementation summary. Staff said the site includes year-one progress reports, signup options for updates and downloadable documents. "So we've got our reports up," a staff presenter said. The group plans social media and a press release to drive public awareness.
Why it matters: The split between an owner's rep for construction/procurement and a separate data partner is intended to avoid duplicative effort and provide both technical project-sizing and a public-facing performance dashboard.
Public engagement coordination is planned between STV and county staff to avoid overlapping outreach. County staff said the owner's rep will produce a capacity analysis intended to inform size and cost estimates by midsummer.
