Board approves calendar and multiple bond, construction and technology contracts

Forest Grove SD 15Board of Directors on March 5 approved a set of administrative and bond-related actions including the 2025-26 academic calendar, a construction-manager-at-risk RFP award for Fern Hill Elementary, a second general obligation bond sale resolution, a roof smoke-hatch replacement and classroom technology upgrades.
The calendar the board approved mirrors neighboring districts around Thanksgiving, restores a full-staff preparation day after Labor Day for elementary staff by trading that day from the end-of-year allotment, and provides a 4.5-day buffer for inclement weather. The board voted to approve the calendar as presented.
The board also voted to award CM/GC RFP 20250219FernHillElementarySchoolCMGC to Robinson Construction following a competitive process and interviews with three firms. The motion passed and Robinson Construction was selected to proceed with preconstruction services.
On the districtgeneral obligation bond the board approved a resolution authorizing the sale of the remaining $31.9 million from the 2022 bond authorization. The resolution (identified in board materials as 2425R01) designates district representatives to prepare official statements, arrange debt-service and capital-project accounts, and affirms the districtbond counsel and underwriter (Hawkins, Delafield & Wood and Piper Sandler).
Two bond-funded procurements also passed: replacement of 15 smoke hatches (skylights) at Taylor Way to address leaks and OSHA/roof access safety, using Garland under the Omnia cooperative purchasing agreement for $103,420; and a classroom technology upgrade package across multiple sites (NAMS, Fern Hill, Joseph Dale, Tom McCall and Forest Grove High School) for $328,636 by the previously selected contractor. Both procurement motions passed unanimously.
