The Barnstable County Board of Regional Commissioners on March 12 approved a formalized annual performance-evaluation timeline and process for four senior positions: the county administrator, the Cape Cod Commission director, the finance director and the dredge director.
County Administrator Michael Dutton presented a memo outlining different contractual evaluation provisions for each position and proposed a timeline: an August HR reminder, September individual evaluations and a November presentation of compiled results to the board. Dutton described the intent as clarifying expectations, setting goals for the coming year and ensuring timely feedback.
Commission discussion focused on adopting a consistent evaluation form, building a routine cycle, involving at least one commissioner in evaluations of positions hired under contract, and using the process to set goals tied to county priorities. Commissioners pointed to model forms used by municipal peers (for example the International City/County Management templates and practices used by some Cape towns) and recommended including a self-assessment component and explicit follow-up steps.
A motion to approve the review process as outlined in the county administrator’s memorandum passed on a roll-call vote; commissioners recorded “Lawrence votes aye, Bergstrom votes aye, Anne Lyons votes aye.” The board agreed commissioners should participate in the individual evaluations for the finance director and the dredge director alongside the administrator, and that contract-renewal negotiations would proceed with appropriate executive-session briefings when needed.
Later in the meeting, following the procedures adopted, commissioners ratified a merit bonus called for under the Cape Cod Commission director’s contract by a recorded vote.
