Owner's representative: ARPA-funded capital projects progressing; elevators and behavioral health site moving toward next phases

Bill, the owner’s representative for county capital projects, gave a status update to the PBA Advisory Committee and the Public Improvements and Infrastructure Committee on ARPA-funded construction work.
On elevators, Bill said annex and ICB elevators have been ordered and that submittals for Metro 1, Metro 2 and the ICB elevators are complete and in manufacturing. He said final costing for the annex elevator scenario should be available in about 30 days and that the project team is discussing schedule-acceleration options such as overtime or an additional crew. "We'll get that costing final costing here probably in the next 30 days," Bill said. He estimated the JJC elevator would be "probably 9 months away." He also said weekly coordination meetings with KONE and the architect continue.
On courthouse work, Bill said Fifth-Floor abatement is complete in the court clerk area and the team is finalizing floor and electrical requirements; the clerk has not selected final flooring, and the project remains on schedule for a Feb. 26 target. He reported clerkbooks construction is complete, interior walls laid out and a March 31 meeting scheduled to finalize an interior wall. He said shelving is believed to be in and that books are being moved.
For the front entry project, Bill said phase 4 abatements are ongoing and phase 5 First Floor demolition is scheduled to begin March 15. On the behavioral health services facility, he said grading and dirt work have started, trailers are on site, and he expects OG&E utility hookups in two to three weeks so oversight staff and architect's office can occupy temporary trailers. "We're probably about 2 or 3 weeks, away from OG and E hooking everything up so we can put our people out there," he said.
Bill also reported progress on jail renovation work: Third and Fourth floors were complete in the current phase, crews will move to floors 10 and 11 later in the week, and the basement work is complete. Change orders are being processed and the project remains on schedule.
At the PBA meeting, Bill said the Emergency Operations expansion panels are framed and that interior slab work will follow. He also told committee members that mastic testing in existing ICB floors came back positive for asbestos in some areas and that abatement will be required before demolition in those spots.
Committee members asked clarifying questions at several points; no formal committee actions were recorded during the status updates. Keith, a committee participant, said there was "nothing new" on ICB exterior and interior items when asked.
The updates covered multiple ARPA projects and included scheduling notes, near-term meetings and expected dates for submittals and utility hookups. County staff will continue weekly coordination with contractors and suppliers.
