Board designates county chief operating officer to develop required language access plan under new state law

The Douglas County Board of Commissioners unanimously designated the county's chief operating officer as the employee responsible for developing and biannually revising a language access plan required under recently enacted state law (NRS 244.184(2)).
County Manager Jennifer Davidson said the item is a statutory requirement resulting from the 2023 legislative session and that the chief operating officer will carry responsibility for the plan's development and updates. Davidson told the board the staff memo and statutory excerpt were included in the packet.
Commissioner Lisa Gardner moved to designate the chief operating officer for this role; Commissioner Nathan Tolbert seconded. The motion passed unanimously.
The board did not take public comment on the item. Staff will proceed with plan development and return biannually for updates and to maintain compliance with the statute.
