Rangeley budget committee asks for more data on parks-and-rec van request

The Rangeley Budget Committee discussed a Parks & Recreation request for a recreational passenger van to replace an F-150 work truck but did not approve buying a vehicle at this meeting.

Committee members said they had received a letter from Patrick O'Neil, identified in the packet as a parks-and-rec director, outlining programming plans that would use a van. Several members said the packet lacked operational detail: how many people typically attend trips, how many chaperones would be required for a 11- or 12-passenger vehicle, and historical trip attendance that would show recurring need.

Members urged the department to provide more specific usage data and a cost comparison that weighs continued vehicle rentals against purchasing. "If you're doing the same trips year after year, you'd have some kind of idea of what we've seen in past events where it's needed rather than just a few times and then parked," one committee member said. Another recommended increasing the rental line and monitoring demand: rentals can continue while staff gather data and explore alternatives.

No motion to purchase the van was taken at the meeting. The committee did approve an increase to the travel/rental line (line 15-17) in the Parks & Recreation budget to $25,765 to allow programming to continue without immediate vehicle purchase. The parks budget later passed as discussed (see Votes at a glance). The committee asked staff to return with attendance figures, cost comparisons (rent vs. buy), and a clearer capitalization plan if the department still seeks a vehicle in a future budget.

Members also complimented Patrick O'Neil for adding detail to the request but emphasized that the committee required operational metrics and a multi-year plan to justify a capital purchase.
