Fife council packet previews street-lighting, pretreatment code change and comp-plan update

City Manager Derek Matheson walked the City of Fife Council through agenda items and key presentations scheduled for upcoming meetings.
Matheson said the next regular meeting will include an oath of office for a newly graduated police officer and a presentation on street-lighting opportunities on 60 Second Avenue tied to a Safe Routes to Schools pedestrian-safety project; he said Public Safety Fund revenues from school-zone camera fines may be a possible funding source for that lighting work. Matheson noted the corridor currently has limited lighting in some segments and that public feedback has asked why lighting is not being added as part of the safety improvements.
Matheson also previewed an ordinance to amend the city’s pretreatment code so it aligns with Tacoma’s recent minor change; the city sends wastewater to Tacoma for treatment, he explained, and the code change is to maintain regulatory consistency. The packet lists the pretreatment amendment for first reading and, if approved, enactment at a subsequent regular meeting.
For March 18, Matheson said staff will present a recap of a Washington, D.C., trip (Justin LeBlanc will speak), provide fourth-quarter 2022 financial results (Chris Anderson), and offer a final periodic update on the comprehensive-plan periodic update (Chris Larson). Matheson said the periodic update will return later in the process as a public hearing and multiple ordinance readings, with follow-up ordinances on zoning and impact fees to come later in the year.
Matheson said the administration will introduce a first-quarter budget amendment in late March to capture new grants and revenues as needed. He also noted a placeholder for an April 8 oath of office for a council member if an appointment is made prior to the council’s 90-day deadline.
Council members asked whether a coordinated lighting approach might be applied to other streets such as Twentieth Street; Matheson asked Public Works to include a brief statement on Twentieth in the upcoming presentation. No formal council action was taken; this item was a briefing on the council’s forward calendar.
