Council approves emergency appropriations, camera contract and extends two development moratoriums

The New Franklin City Council convened committee and full council sessions and adopted several resolutions the same evening, including emergency then-and-now appropriations and two community-development moratoriums.

Finance committee matters

- Resolution 25‑R‑14: The council approved a then-and-now purchase order to pay outstanding Stryker Sales Incorporated invoices for $4,482.61 and declared an emergency. The motion to adopt passed on a roll-call vote recorded as 6–0 (Mister Powell; Mister Stiles; Mister Wolf; Mister Almond; Mister Cox; Mister Schaefer — all recorded as yes).

- Resolution 25‑R‑15: The council approved a then-and-now purchase order for outstanding invoices from Russell and Andres LPA in the amount of $14,969.50 and declared an emergency. The council adopted the resolution; the meeting record shows the final vote recorded as passing 5–0.

- Resolution 25‑R‑16: The council authorized modifications to the 2025 annual operating appropriation budget and declared an emergency. Community development committee matters

- Resolution 25‑R‑18: The council extended a moratorium on issuance or granting of applications or permits for public storage, mini-storage or self-storage facilities in the city of New Franklin for one year (365 days) and declared an emergency. The council adopted the resolution in a roll-call vote recorded as 6–0.

- Resolution 25‑R‑19: The council extended a moratorium on establishment or expansion of small-box discount stores and related permits and declared an emergency. The council adopted the resolution in a roll-call vote recorded as 6–0.

Meeting records show motions to waive three readings for each resolution were approved prior to adoption. Several council members spoke in favor of extending moratoriums to preserve development options in commercial corridors while sewer and other infrastructure projects remain underway.
