County OKs services agreement to implement new CAD/records system; Adcom will support deployment

Wasco County commissioners voted unanimously March 5 to approve a services proposal with Adcom Engineering LLC to support implementation of a new computer‑aided dispatch (CAD) and records management system for area law‑enforcement partners.

Sheriff McGill described the project as a multi‑jurisdictional upgrade: the new CAD/RMS system will replace an older EIS platform that staff said has suffered recurring outages and unaddressed service tickets. Adcom’s agreement is for implementation support — project management, data transition, and coordination with the vendor providing the replacement system (identified in the meeting as Pareteum/Parateam‑type vendor names during discussion).

Commissioners asked whether the new CAD/RMS will be subscription‑based and whether the county will share costs with partner agencies. The sheriff answered the county will purchase the product and pay an annual maintenance fee; the project is a multi‑jurisdictional collaboration that includes The Dalles (city police), Mid‑Columbia Fire & Rescue and other partners, and partner agencies will share certain costs. Adcom’s work is intended to proceed once the county finalizes the vendor contract and the county expects implementation within approximately one year.

The board moved and seconded the services-agreement approval and the chair called the motion; the vote was unanimous.
