Park board proposes a park-study RFP to complement open-space plan

During the March 5 meeting the Fall River City Park Board discussed asking the mayor’s office to issue a request for proposals (RFP) for a park study focused specifically on city parks and recreational facilities.
Board members said the city’s existing open-space plan covers a wide range of open land but that a parks-focused study would provide a road map for park rehabilitation, multipurpose field planning and neighborhood engagement. Commissioners proposed neighborhood meetings, a five- to ten-year prioritized project list and a study firm that could also help identify grant and funding options to implement improvements. The board cited examples such as consolidating little-league fields, evaluating turfing options and finding multipurpose solutions to meet rising youth sports demand.
The board asked staff to prepare and send a letter to the mayor’s office recommending an RFP for a combined park study that would work in coordination with the open-space plan. Commissioners agreed the study should include community engagement and a capital-prioritization timeline; staff and a commissioner said they would draft the letter and forward it to the mayor’s office for consideration.
No funding commitment for a study was made at the meeting; the action is a recommendation to city leadership to issue an RFP and consider allocating funds in a future budget cycle.
