Aransas County approves GLO grant amendment and two construction change orders extending project timelines

Aransas County Commissioners Court unanimously approved an amendment to the county's General Land Office (GLO) Community Development Block Grant — Disaster Recovery (CDBG-DR) contract number 20065098-C270, extending the grant end date to August 2025 and reallocating budgets for several project sites.
At the same meeting the court also approved two construction change orders: Change Order No. 4 to the Southwest Aransas County Drainage Improvement contract, adding 30 calendar days and bringing that contract end date to March 30, 2025; and Change Order No. 013 for DLF2 Incorporated’s Community Building/Plaza Parking Lot contract, which extends that project's completion time by 61 days to April 30, 2025.
A county presenter told the court the GLO amendment “will allow us to go through August of '25” so staff can complete two unfinished projects and prepare closeout documents. The amendment packet notes that Aransas County insurance proceeds of $24,857 for the Rockport Volunteer Fire Department tower were included; the packet also lists $2,500 for appraisal services related to a parking lot and $16,000 for architectural services related to a community building, which county staff said were paid from the Aransas County General Fund because those items were not in the original grant application.
Commissioners discussed planned additional work on the drainage project and were told another change order would likely appear at a future meeting to add street work and additional calendar days. One presenter said the contractor may request another 30 days, moving the anticipated completion into late April or May depending on added scope.
All three motions — the GLO amendment and both change orders — passed by unanimous roll-call votes. During the votes, commissioners recorded ayes from Commissioner Cheney, Commissioner Castellan, Commissioner Russo, Commissioner Dubnick and Judge Garza.
Separately, county staff and commissioners referenced ongoing coordination with the city for watering and vegetation work at the community building site; one speaker noted Corpus Christi had relaxed some watering restrictions but did not expect the City of Rockport to do so.
The court also heard general comments that the county will bring additional change orders back to the court when staff finalizes numbers for added street work and other scope changes. After the votes, one commissioner said staff would return with further change-order details at an upcoming meeting.
