Commissioners approve amendment correcting parcel numbers and adding minor modification process for Ranch at Spot Creek

The Kittitas County Board of Commissioners approved a resolution amending the development agreement for the Ranch at Spot Creek to correct incorrect parcel numbers and to add a minor modification procedure for administrative changes.

Chad Beyla, director of Community Development Services (CDS), told the board the original development agreement and final development plan referenced six parcel numbers that have since retired because parcels were subdivided; five of the parcels have been replaced with new parcel numbers and one incorrect parcel number was removed. Beyla said he worked with prosecuting attorneys on how to handle scrivener errors without requiring frequent public hearings. The proposed amendment adds a minor modification process under section 20.2 (page 8 of 13) that allows the CDS director to accept limited administrative changes consistent with the original approvals; major modifications would continue to require the full development agreement process described in the county code (cited in the transcript as sections 15a and 11).

A motion to approve Resolution 2025-021 was made and seconded; the board voiced unanimous approval on the record and the chair declared the motion passed. The resolution authorizes correction of parcel numbers in the development agreement and adoption of the minor/major modification procedures described in the amended document. The board also confirmed it will sign the resolution as the closing step of the approval process.
