Commissioners approve contract amendment for Silverdale recycling and garbage facility redevelopment

Kitsap County commissioners approved an amendment to the Parametrics contract (KC‑377‑19‑E) to extend construction management services through completion of the Silverdale recycling and garbage facility redevelopment project.
Senior Program Manager Kevin Bevelheimer of the Solid Waste Division presented the scope: construction management planning and coordination, health and safety planning, documentation and information management, schedule management and earned‑value monitoring, weekly construction meetings, on‑site construction observation and inspection, materials testing via a professional lab, construction survey and record drawings, final inspection and punch list facilitation, and construction closeout documentation.
Bevelheimer said the overall project budget is approximately $19 million, with the largest single component being construction costs ($14,250,000). He said the design and permitting budget includes both the original and revised 30% designs, higher‑level designs to 60/90/100%, and that the project required 13 permits. He said the portion of architectural and engineering management that includes this contract amendment is a little over $1,500,000.
Benefits cited by staff included increased refuse capacity (adding a fourth refuse shed), improved ergonomics for recycling access, added on‑site vehicle queuing (reducing off‑site queuing onto Dickey Road), engineered stormwater ponds, diversion of leachate to sanitary sewer, better site security and dedicated haul routes to separate large hauling trucks from customer traffic. Bevelheimer said staff expects a 12‑month construction timeline, with bidding targeted for March and construction starting mid‑summer if bidding and procurement proceed on schedule.
The board moved and seconded the amendment; the motion carried by voice vote.
