The City of Bradenton Planning Commission on Jan. 28 recommended that city council approve a conditional‑use conversion for 411 South 14th Street, which the applicant says was previously converted into two units without a rental-registration history.
Planning staff said the property had been converted prior to the current owners and had no inspection history; the owners obtained zoning hearing board relief but city council previously denied related parking relief, so the conversion requires a conditional‑use decision by council. Emily (city planning staff) told the commission the applicant must meet conditions in the zoning hearing board decision and the planning staff review dated 07/25/2023.
Joan (attorney for the applicant) and property owner Mercedes Davis addressed the commission. Joan said the owners will agree to conditions that limit occupancy to reduce parking demand and that the units will be rehabilitated to meet codes. Davis confirmed she had agreed to prior conditions, demolished a garage as previously requested and is willing to obtain required permits.
Commissioners questioned building and fire‑code items — including second‑egress and smoke‑alarm/interconnected requirements — and Emily and the applicant’s counsel said those items would be resolved through building permits, rental‑permit review and by coordination with the fire marshal and building and trades. Commissioner Michelle (commenting on enforcement) asked that rental permits be required; the applicant agreed.
Motion and vote: Commissioner Danny DiCollo moved that the commission recommend council approve the conditional use with the zoning hearing board conditions, the requirement that the applicant obtain rental permits, compliance with building and fire codes, and the items in the planning staff review dated 07/25/2023. The motion was seconded by Commissioner Nelson and passed unanimously (6–0).
The commission’s recommendation goes to city council for a conditional‑use hearing; staff will coordinate timing with the applicant and council liaison Jamie Baez.
