Board approves multiple contract awards, including landfill and master facilities plan task order

The Fauquier County Board of Supervisors on Jan. 9 approved a consent agenda that authorized several professional services and procurement contracts and a budget transfer to fund the initial task order for a county master facilities plan.
County staff reported the following awards and authorizations approved on the consent agenda: a professional engineering and consulting services contract for landfill wastewater and leachate management to ARM Group LLC; hydrogeological support services contracts to Emory & Garrett Groundwater Investigations LLC, Apex Companies LLC and Stantec Consulting Services; off-road diesel and fuel oil contracts to James River Solutions and Morgan Oil Corporation; and an HVAC and plumbing renovation contract for 10 Courthouse Square in Warrenton to J & G Mechanical Services Inc. Staff said the HVAC bid was initially over budget but staff negotiated a revised scope and the final amount is $452,110, funded from the existing project budget.
The board also authorized a master facilities plan contract with Dewberry Architects Inc.; staff said three firms were interviewed and Dewberry ranked highest. The contract will use task orders and exceed the county administrator’s normal approval limit. Staff described an initial task order and told the board a budget amendment would transfer $481,784 from the County Facilities Reserve to fund the first task order; the board approved that budget amendment, leaving the facilities reserve with a balance of just over $3.5 million, per staff remarks.
The consent agenda also included authorization for the county administrator to negotiate a memorandum of understanding between the Fauquier County Fire & Rescue System and surrounding jurisdictions for training center use. Staff said the MOU would follow prior similar agreements.
Kristen, a county procurement presenter, answered questions from supervisors on the number of bids received and noted staff is evaluating whether to expand advertising and accept hard-copy bids to increase competition. Janelle Dribling presented the budget amendment transferring $481,784 to the facilities reserve account for the master facilities plan initial task order.
