Codington County approves 2025 highway supply awards, accepts multiple vendor bids

The Codington County Board of Commissioners approved a set of 2025 highway supply awards and accepted an annual corrugated pipe bid at its March 3 meeting.
The county accepted bids for concrete pipe, bridge deck and box culverts from Rinker of Rapid City and awarded multiple liquid asphalt items to Flint Hills and an additional supplier out of Sioux City. Asphalt patching materials were awarded to Donek; pea gravel was awarded to Northern Con Aid. For gravel crushing the county accepted two bidders, Brownlee and Rogi, and approved fuel bids with diesel pricing differentiated by delivery location.
County staff presented unit prices included in the accepted bids. Examples provided during the meeting: 24-inch concrete pipe at $42.87 and 60-inch concrete pipe at $209.98 from Rinker; bridge deck prices of $7,534 (40-foot) and $10,634 (50-foot); liquid asphalt line items with multiple CSS and MC products (examples cited included $576, $569 and $333 per unit for specified types). Asphalt patching rates reported included a $180 per-ton cold mix and $81–$99 per ton for various hot-mix gradations. For gravel crushing, Brownlee submitted per-ton bids in the mid-$3 range for multiple sizes; Rogi’s overall price was presented as $7.50 per unit including stripping, crushing and royalties. Fuel bids reported diesel No. 2 delivered to the outside shop at $2.57 and to the main shop at $2.42 per gallon, with premiums for diesel No. 1 noted.
The board moved and approved the supply-bid awards by voice vote (motion by Commissioner Johnson; second by Commissioner McElhaney). Commissioners had no further questions before the motion carried.
Separately, the board approved an annual purchase of corrugated metal pipe culverts from True North (Huron) under Beadle County’s award. Staff read unit prices for common gauges and lengths, including an 18-inch by 16-gauge at $24 and an 72-foot by 12-gauge at $120.96; arch and larger-diameter items and deck lumber prices were also listed. That motion was moved by Commissioner Johnson, seconded by Commissioner McElhaney, and carried on a voice vote.
Meeting records show commissioners asked no substantive amendments to unit pricing and approved both items during the same session. The awards are for county procurement for the 2025 supply year and do not themselves appropriate additional budget funds during the meeting.
The county clerk’s minutes list the motions and record the approvals; staff will proceed with vendor notifications and order placement per the accepted bid schedules.
