Sponsor says CTE programs should retain student records; bill would change which district holds accountability data

Representative Filowa told the committee that House Bill 5292 was brought by the Johnston School Committee and superintendent to address how career and technical education (CTE) student records are treated when students leave their home district to attend a CTE program.
The sponsor said that when students return to their home district after an unsuccessful stint in a CTE program, the grades, attendance and other records from the CTE program become part of the home district’s accountability data and can negatively affect the sending district’s outcomes. Filowa asked that, where students enroll in programs outside their home district, the host CTE school should be the owner of the student’s data for the period of enrollment, so that accountability measures reflect the enrolling school’s performance.
Filowa said the Johnston superintendent and school committee had asked for the change because students leaving the district for CTE programs—sometimes recruited for athletics or other reasons—can return with credits, low GPAs, or attendance problems that then affect the original district’s metrics. The sponsor indicated he would provide supporting materials from the superintendent to the clerk.
Committee members did not have data available at the hearing on how many students move between districts for CTE programs; the sponsor said he would attempt to obtain that information.
The bill was placed on the committee’s list of items held for further study in the meeting’s procedural motion.
