Kickapoo CSG1 solar project approved by Peoria County committee

Peoria County’s Land Use Committee unanimously approved a special-use permit for Kickapoo CSG1 LLC to construct and operate a 4.95-megawatt commercial solar facility across about 26.5 acres of an existing 31.43-acre parcel.
Andrew Braun told the committee the development could power “approximately 1,200 homes” and would connect to the Radnor substation. The petition involves three parcels: two small parcels for access (1.26 acres and 1.57 acres) and one 31.43-acre parcel for the arrays. Braun noted one of the access parcels includes a residence occupied by an owner. Adjacent parcels are zoned A-2; the nearest nonparticipating dwelling is approximately 475 feet to the west.
There was one consent and two objections on file. One objection (adjacent property owner to the north) raised drainage concerns and a historically under-maintained box culvert; Braun said IDOT provided preliminary correspondence noting that the crossroad culvert would need consideration in design and review and that a road-access permit would be required from the Illinois Department of Transportation for work on Route 150.
The zoning board of appeals recommended approval 4–1 and staff recommended approval with eight restrictions. Braun said the petition included the executed Agricultural Impact Mitigation Agreement required by the Illinois Department of Agriculture. Committee members voted unanimously to approve the petition with staff conditions.
