Senate committee approves amended Public Education Reform Fund bill to study and evaluate pilot programs

The Senate Education Committee gave a due-pass recommendation to an amended version of Senate Bill 201, which would strengthen accountability, evaluation and budgeting requirements for initiatives funded through the Public Education Reform Fund (PERF).

The amendment broadened acceptable study designs beyond causal-impact studies "whenever possible" and increased LFC (Legislative Finance Committee) and LESC (Legislative Education Study Committee) involvement in designing an evaluation template that the Public Education Department and DFA would use for project proposals. LFC staff summarized the amendment as expanding project-evaluation options, increasing legislative fiscal-office participation in template design, and clarifying eligible stakeholders.

Supporters including the LANL Foundation and the Coalition of Educational Leaders said the changes better align funding with measurable outcomes and provide multi-year funding predictability for promising initiatives. The Public Education Department testified with concerns that the bill could duplicate existing PED work and add administrative burden; PED officials noted that they already submit evaluation plans for federal and state initiatives and worried about potential contingencies for appropriations.

After amendment debate and public testimony, the committee voted on the amended bill by roll call; the motion to give the amended measure a due pass carried on an 8–1 vote. Committee members and proponents emphasized the bill’s role in building an evidence base for what works in New Mexico schools and enabling multi-year pilots with clearer accountability.
