Committee backs resolution supporting Consumer Electronics Recycling Act reauthorization

The Kane County Energy & Environmental Committee approved a resolution expressing county support for state legislation to amend the Consumer Electronics Recycling Act, a county staff member told colleagues during the committee meeting.

"Mister chair, this is Geis. I would move the resolution supporting state legislation amending the reauthorization of the Consumer Electronics Recycling Act," said committee member Geis when introducing the motion. The motion was seconded and moved to discussion.

County staff provided historical context for why the state law was being amended: earlier systems used weight-based recycling obligations tied to prior-year sales, which led to program shutdowns when limits were reached; the Consumer Electronics Recycling Act (in force since 2015 in its current form) is structured differently and is an opt-in program for counties, staff said. The presenter explained that manufacturers pay for transportation and recycling processing while counties remain responsible for collection infrastructure, storage and labor.

Committee members discussed how the county might support the bill beyond the resolution; some members advocated for multiple county officials to submit witness slips to legislators to increase the volume of support, and staff agreed to share relevant links and watch for hearing dates.

The committee called the roll and recorded affirmative votes; the resolution passed. The committee also discussed outreach steps to encourage witness slips when a hearing is scheduled.
