County planners, public works and SWFWMD staff used the Feb. 18 workshop to press the point that many stormwater failures stem from private‑community infrastructure that is the legal responsibility of HOAs or Community Development Districts (CDDs), and that new reporting rules increase the county’s ability to require maintenance.
