Planning commission approves master sign program for 406–412 East Main

The Grass Valley Planning Commission on Feb. 18 approved a master sign program for the two-building office complex at 406–412 East Main Street that would allow a single freestanding pylon sign, tenant wall signs and window signage for the property.
Senior planner Lucy Rollins told commissioners that “the applicant has proposed the sign criteria ... to establish standards for 1 freestanding pylon sign to be allowed at the property, wall signs for the tenants and window signs.” She said the program would be used as the review standard for future signs at that address in place of the city’s general sign standards.
The staff report said the Development Review Committee reviewed the proposal on Jan. 14 and recommended approval after asking the applicant to clarify tenant frontage and to adjust spacing to accommodate maintenance. Rollins said those DRC changes were incorporated into the draft before the commission and staff recommended approval as presented or with modifications.
Commissioners described the item as straightforward; no public comments were received for this item. The motion as read by a commissioner directed the commission to: A) determine the project categorically exempt pursuant to CEQA section 15301, Class 1; B) adopt findings of fact for the development review permit; and C) approve the development review permit in accordance with the staff report’s conditions of approval. The motion passed without reported abstentions.
Assistant city staff noted that the master sign program applies only to the 406–412 East Main property; any future tenant signs there would be reviewed under the adopted criteria. The file and staff report remain available on the City of Grass Valley website.
The decision allows the property owner to proceed to sign permitting under the center-specific standards and does not change sign rules elsewhere in the city. The commission’s approval and the staff report list the adopted conditions and findings and record the categorical exemption under CEQA section 15301.
