On Feb. 18, 2025, the hearing master heard a plan development rezoning request (PD 20‑41135) and companion comprehensive plan amendment to change two parcels totaling 38.29 acres at County Road 579 (Mango Road) and Pruitt Road from RES‑2 to LIP to permit limited light industrial uses under a PD site plan branded “Mango Logistics Park.” The applicant, represented by counsel Ben Dachapalli and representatives from Provident Partners, proposed up to 532,000 square feet of limited light industrial uses and committed to transportation improvements.
Why it matters: The corridor north of I‑4 along County Road 579 has seen recent industrial and commercial entitlements; proponents say the proposed PD would replace an existing biosolids/septic processing facility with a planned industrial development with design controls, buffers and a lower FAR than the maximum the LIP category allows. Opponents were not recorded at the hearing; multiple county reviewing agencies raised no objections if conditions and transportation improvements are implemented.
What the record shows: The site comprises two parcels (37.28 and 1.01 acres). The applicant proposed an FAR of about 0.32 and a 532,000‑square‑foot limit, below the LIP maximum FAR of 0.75; development services and planning commission staff noted the PD’s setbacks and enhanced buffers (north setback 120 ft, east 95 ft, south 90 ft, west 94 ft), screening, a 5.35‑acre stormwater retention pond abutting Mango Road, and dedicated right‑of‑way for future Mango Road improvements. The applicant described transportation design exemptions and administrative variances that development services’ engineering staff determined were approvable; the PD included access points, roadway widening, and a multiuse trail dedication.
Agencies’ assessments: Development services recommended approval subject to conditions and noted that proposed uses were compatible with surrounding yard‑waste processing and other industrial/commercial uses. Planning commission staff found the PD consistent with the comprehensive plan and cited the corridor’s existing nonresidential pattern and recent LIP approvals nearby.
Procedural status and next steps: The companion comprehensive plan amendment will be heard by the Board of County Commissioners at a publicly noticed CPA hearing on April 10, 2025, together with the PD. No final BOCC decision occurred at the hearing; the hearing master will file written recommendations with the clerk within 15 working days.
