The House Political Subdivisions Committee adopted second substitute language to House Bill 176 and recommended the bill favorably. Sponsor Representative Brooks said the bill updates county-classification thresholds so that existing statutory cross-references and program eligibility that rely on county class will not change automatically as population growth shifts counties into different classes.
