Board presses for interlocal agreement on sidewalks and school concurrency as development rises

Several board members used the January workshop to press district staff and elected officials to re‑engage on an interlocal agreement that would require developers and local governments to coordinate sidewalks, crosswalks and school concurrency measures to protect students near new housing.
A board member identified as Mr. Fesco said the county has hundreds of residential developments in a planning area and that “not a single sidewalk” connects several new subdivisions to nearby schools. He argued the district should renew the interlocal agreement and asked staff to forward the version developed with county staff and legal counsel. Officials said the county has signed the interlocal and the item awaits city action; staff said the agreement has been reviewed by the district attorney and was circulating with the city.
Board members and staff noted uneven sidewalk coverage in multiple districts; one commissioner’s outreach on Ransom and connecting sidewalks was described as a successful example. Members urged a joint meeting with the county commission to finalize the interlocal and clarify which developer obligations and county projects will connect neighborhoods to schools.
Staff said they can provide the interlocal language to board members for review and will coordinate with county and city partners to advance the agreement.
