The resolution, presented as No. 20 24 88, authorizes Jefferson County to apply for DNR motorized recreation grant funds to develop and maintain approximately 229.4 miles of public snowmobile trails in the county and to administer those funds according to grant requirements. A fiscal note attached to the resolution estimates the winter 2025—26 program will cost approximately $68,820; the packet says 100% of that cost is expected to be covered by the grant and that anticipated funds have been included in the adopted 2025 budget.
"Jefferson County participates in the Wisconsin Department of Natural Resources Snowmobile Trail Aid Grant," said a parks committee representative during the presentation, summarizing the scope and purpose of the application. After the parks committee recommended forwarding the resolution at its Jan. 30, 2025 meeting, Supervisor Christiansen moved adoption and Supervisor Tribble Heights seconded. Following brief discussion and a question about alternative uses in low-snow winters, the board approved the resolution by voice vote.
The question about low-snow years was raised during the board discussion. One supervisor asked whether the funds could be used for other purposes when snowfall is minimal; the parks committee representative responded that much of the spending occurs before snow falls and that no clear alternative uses were identified on short notice.
No additional conditions or amendments were recorded in the meeting minutes. The resolution authorizes the finance director to make necessary budget adjustments for additional miles if required by the grant.
The authorization allows county staff to submit the grant application and, if awarded, to administer the grant according to DNR requirements.
