Resident criticizes county retrofit program, cites vendor problems and past unresolved issues

Lynn Siegel told the Boulder County Board of County Commissioners on Feb. 6 that she has repeatedly raised problems with a home energy retrofit she pursued about 10 years ago and that the county’s vendor and program administration harmed her trust in the process.
Siegel said she interviewed a vendor extensively before the retrofit, later learned the vendor had been removed from the county’s vendor list, and “I wasted all this time” pursuing the program. She said she later entered a county-administered care program run by Energy Outreach Colorado (EOC) but that past problems were not remediated. Siegel described disagreements about equipment sizing and installation — she said an air handler was placed improperly — and she named a county staff member, David Hashimani, saying he had not met with her to resolve an issue raised five months earlier.
Siegel said she intends to continue raising the issue monthly to press for remediation and suggested others may have been affected. She also said a program engineered by MGI and administered by the city had been involved in the installation and that she does not know whether responsibility belongs to the city or the contractor.
The commissioners thanked Siegel for raising the concerns and encouraged follow-up so staff could provide additional information. The Feb. 6 record does not show a formal board directive, settlement or staff action taken on the record to resolve Siegel’s individual retrofit issues.
Siegel’s remarks were delivered during the public comment period and entered into the meeting record; commissioners invited her to continue discussions with staff and to provide additional documentation if she wished.
