Committee adopts amendment and passes fast-track permitting bill as amended

House Bill 2,088 would establish expedited timelines for local government review of building-permit applications and related authorizations. During the committee meeting the reviser introduced an amendment that: removed industrial developments from eligibility for fast-track treatment; excluded appeals to zoning boards and planning commissions from the fast-track deadlines; permitted a written waiver by an applicant to pause the 60-day local review deadline; clarified when an application is deemed submitted and when local notice is deemed issued for mailed decisions; and directed the Kansas Department of Health and Environment (KDHE) to issue construction-related stormwater discharge authorizations within 45 days.
