Supervisors direct staff to continue drafting bylaws after initial review

County counsel presented a multi-article draft covering topics such as meeting agendas, citizen comment, electronic participation, decorum and sanctions. The presenter emphasized the draft is intended as guidance and that the board retains authority to vary from the bylaws; he noted the draft would be posted publicly if adopted.
Supervisors questioned elements including notice periods for adding agenda items (the draft suggested a three-day notice), whether the chair should be able to make and second motions without passing the gavel, and how committees and citizen boards might be affected. Several supervisors requested more time for review and asked counsel to circulate a marked-up (“redline”) version after staff review for further comment.
The board did not vote to adopt bylaws; instead they instructed counsel to meet with staff, produce a redline version, circulate it to supervisors for comment and return with a recommendation at a later date. One supervisor suggested individual follow-ups with counsel to provide edits; counsel indicated there is no rush and the document can be tailored to the board’s preferences.
The discussion clarified that adoption would be optional guidance rather than creating enforceable rights beyond statute, and that the board retains discretion to modify procedures as needed.
