Hoffman Estates approves incentives and tax‑classification support for five‑building Compass Data Centers project

The Village of Hoffman Estates approved an incentive agreement and an ordinance Feb. 10 supporting Cook County Class 6B property‑tax classification for a proposed five‑building Compass Data Centers development along Trillium Boulevard.
Kevin (staff member) told the Planning, Building and Zoning Committee that staff and corporate counsel drafted an incentive agreement tied to the site-plan process. He said the agreement commits Compass to provide a community investment of $800,000 per building, payable at the time of final certificate of occupancy, and that the village will consider an ordinance supporting Compass’s Cook County Class 6B applications. "The site plan process to approve these 5 data center buildings has proceeded to planning and zoning, and will come before the board next Monday," Kevin said.
Committee members discussed timing and application mechanics. Kevin explained that Compass cannot submit a Class 6B application until within 12 months of when it would start construction to Cook County and that each building must apply separately. He said the 12‑year clock associated with the Class 6B assessment starts when a building is 60% occupied. "For their 6 b assessment part, they're able to get that assessment classification when they're 60% occupied," Kevin said, and he added that the agreement runs with the land so any future sale would carry the same commitments.
Trustees thanked Compass for patience during planning and zoning hearings. The committee voted to approve the incentive agreement and then approved an ordinance supporting Cook County Class 6B classification for Compass Data Centers, ORD1, LLC; Compass Data Centers 1a ORD LLC; Compass Data Centers 1b ORD LLC; and Compass Data Centers 1c ORD LLC for proposed data centers at the 5400–5600 Trillium Boulevard area (formerly 3333 Beverly Road). The transcript records a voice vote; individual roll-call votes were not listed.
Staff said they will file undated future applications for Buildings 4 and 5 with the board packet to show ongoing support, and noted the village will confirm support with Cook County when applications are submitted. The incentive agreement requires the community‑investment payments at certificate of occupancy and includes village consideration of ordinances supporting class‑6B applications.
The approvals move the project forward to upcoming site-plan hearings and county review.
