Sugar Grove trustees adopt engineering manual, remove standards from code; three technical corrections approved

The Village of Sugar Grove Board of Trustees voted Feb. 4 to amend the village code to remove engineering standards from Title 12 (subdivision regulations) and adopt a stand‑alone Engineering Manual. The board approved the ordinance by roll call after staff described the advantages of managing technical standards outside the municipal code.
Staff said the change is intended to speed routine technical updates: when engineering standards are embedded in the code the village must process a text amendment and public hearing every time a third‑party standard changes. Moving standards into a manual lets staff and engineers update specifications without recurring code amendments.
During discussion staff and trustees identified three technical corrections to the manual that would be made before final publication: two conductor-size references should be changed from No. 6 to No. 8 to reflect LED/low‑amperage requirements, and one conduit specification contains a typo that should read 1½‑inch galvanized rigid conduit rather than the printed size. Trustees requested the final manual be submitted for attorney review before publication.
The motion to approve the ordinance and the Engineering Manual, with the three corrections and subject to attorney review, carried 6-0 on roll call.
