Staff recommends no action on 2024 King County CPP amendments; allows passive ratification

Planning staff briefed the committee on the Growth Management Planning Council’s recommendations and King County Council’s December adoptions of minor amendments to the Countywide Planning Policies (CPPs). Staff said the 2024 amendments are narrow: one change adjusts the urban growth area boundary near Maple Valley by removing three properties and repealing a property-specific development condition; another relaxes the requirement that countywide centers must be planned with a subarea plan, giving cities more flexibility in how they meet countywide center planning standards while retaining substantive expectations.

Staff presented three options for council action: proactively ratify the amendments by resolution; take no action and allow the city to be counted as ratifying under the CPPs’ thresholds; or vote not to ratify. Because the changes are minor, staff recommended taking no action. The deadline to act is March 24. A council member who serves on the Growth Management Planning Council summarized the GMPC discussion and described the changes as surgical and appropriate; council agreed to take no action so the amendments would proceed under the county process unless council opts otherwise.
