Program manager reports progress on wastewater RFP, Cold Springs model and regional tools

Program Manager Kim Rigdon updated the Northern Nevada Water Planning Commission on Feb. 5 about ongoing projects funded through the Regional Water Management Fund, including the wastewater regionalization request for proposals, Nevada Water Innovation Institute work, and the Cold Springs water-balance modeling effort.
Rigdon said the wastewater regionalization effort went out to RFP and that a working group of four commissioners interviewed the single proposer, Raftelis. "We are in the process of having them provide an amendment, which includes a more detailed scope of work that'll be phased for that effort," Rigdon said. She told commissioners about available funds in FY25 (approximately $500,600) and noted the $900,000 contingency in the FY26 tentative budget could be used if additional funds are required.
Rigdon also reported that the Nevada Water Innovation Institute (NWII) has progressed on enhanced source control and regional water management coordination support but that invoicing delays have temporarily obscured billing in staff reports. NWII staff and Truckee Meadows Regional Planning Agency are collaborating on digital tools and an online web page for the commission; Rigdon said Stantec prepared draft wastewater flows and that those flows have been circulated for review.
On the Cold Springs water-balance model, Rigdon said the draft modeling work has been completed and circulated for comment. She told commissioners that once partner feedback and suggested model updates are incorporated, staff will schedule a presentation by Stantec to the commission.
There was no action required on the report; commissioners asked clarifying questions about schedule and funding and staff confirmed follow-up briefings and potential contract amendments will come to the commission in March and April.
