Committee adopts technical updates to joint rules in short resolution

Representative Carlton Wing (District 70) presented SCR 1, a 21‑page package of joint rules for the General Assembly with five limited changes. Wing said the updates are largely clerical or procedural: clarifying how non‑procedural resolutions are handled in a special session, refining the filing deadline for certain bills, updating interim committee authority when recess exceeds 30 days, making minor drafting/strikethrough clarifications and aligning fiscal impact statement language for state and public school life and health insurance programs with existing code.
