City staff described the scope as survey and design work to repair retaining walls and railings that hold back soil and to add sidewalks on both sides from Washington Avenue to Schuyler Avenue. The proposal also includes streetscape lighting behind the concrete and repaving from curb to curb under the structure. Staff told council the bridge structure itself is sound but adjacent retaining walls and sidewalks require repair.
City staff estimated total construction costs at roughly $800,000–$900,000 pending bids. The council approved the resolution authorizing the engagement and noted the initial payment would come from capital funds. Staff said repaving, grinding and sewer utility checks would be included in subsequent construction scopes and bids.

"There is no safety of that structure at this point of where that we're aware of of how it would fall or collapse or anything," a city official said, adding that retaining walls and sidewalks could fail over time and need repair. The official urged caution for drivers and pedestrians until work is complete.
