The DuPage County Technology Committee on Feb. 4 approved multiple contract recommendations for software maintenance and managed services and received informational purchase orders for sheriff’s office IT equipment.
The committee approved a sole-source contract purchase order to Environmental Systems Research Institute (Esri) to provide maintenance and technical support for the county’s enterprise geographic information system (GIS) software for the period March 9, 2025, through March 8, 2026. The amount for that contract was read on the record in garbled form as “hundred and $12,829”; the exact dollar amount was not clarified during the meeting transcript.
The committee also approved a sole-source recommendation for a contract purchase order to Exela Inc. for managed application services to support permitting software used by building and zoning, transportation, stormwater and public works permitting for the period Feb. 21, 2025, through Feb. 20, 2026, with a contract total read on the record as $203,674.38.
Another approved contract was a recommendation for a purchase order to Sargent Laboratories Inc. for annual licensing (Ariesetto Insight Network) for information technology for the period March 1, 2025, through Feb. 28, 2026, for a contract total of $25,941.25 (per GSA Schedule 70 pricing as read on the record).
In informational items, the committee received and placed on file two sheriff’s office purchase order recommendations: CDW Government LLC for IT office equipment and supplies for the sheriff’s office for the period Dec. 1, 2024, through Nov. 30, 2025, for a not-to-exceed total of $300,000 under an intergovernmental cooperative (OMNIA) contract; and Heartland Business Systems for IT equipment and supplies for the sheriff’s office for the period Dec. 1, 2024, through Nov. 30, 2025, for a not-to-exceed total of $510,000 under the TEBS contract.
Most of these items were presented as sole-source or under procurement cooperative contracts and were approved by voice vote with no recorded roll-call tallies in the transcript.
Committee members did not request further substantive discussion on these informational items during the meeting. Earlier in the meeting, the chair noted that legal counsel and staff had reviewed committee and procurement procedures and reminded members of an agenda submission deadline: agenda requests, including travel expenses, should be submitted by Wednesday at 2:45 p.m. before the committee meeting.
