Council ratifies 4A economic development board amendment for Project Facelift

The Burleson City Council unanimously approved a minute order ratifying the 4A Economic Development Corporation board’s approval of a second amendment and reinstatement of a performance agreement for Project Facelift, a retail development on Wilshire Avenue.
Drew Pennywell, Deputy Director of Economic Development, told the council the amendment extends performance measure dates but does not increase the economic incentives previously approved. The developer has completed environmental cleanup and is seeking additional time to finalize tenant lineup and site plans. Pennywell summarized the agreement’s payment schedule as set in the original and earlier amended documents: payments tied to substantial completion, certificate of occupancy acceptance and certain street improvements.
Lonnie Freeman spoke during citizens’ appearance opposing broad use of incentives to attract businesses, saying Burleson’s traffic and location should be sufficient to attract tenants without additional subsidy. The developer representative was present for council questions.
Alexa Bedecker moved approval; Dan McClendon seconded. The motion passed unanimously.
