Board approves baseline data report contract and outreach plan for General Plan update

The Napa County Board of Supervisors on Feb. 4 approved item 6m to proceed with a baseline data report (BDR) intended as the factual foundation for the county’s General Plan update.

Staff described the BDR as an inventory of scientific and technical data (environmental conditions, hydrology, biological resources, economic data and the regulatory framework) rather than a policy document; it is intended to inform later policy debates during the General Plan process. Staff said outreach will include public workshops to explain the report and to collect credible, verifiable datasets from qualified local experts and community organizations.

During discussion several residents and local conservation experts urged the county to solicit and incorporate local, on-the-ground knowledge (for example, Audubon observations, botanical surveys and wildlife camera data) and asked staff to provide an easy mechanism to submit verified observations. Staff said that biological resources received a large share of consultant hours in the contract (staff cited approximately 431 hours allocated to biology) and that the team will gather existing biological reports, CDFW records and other data layers; staff clarified the BDR will not attempt botanical surveys across every parcel.

Public commenters included members of local conservation groups who asked the county to coordinate with local experts (for example, Audubon, Napa Solano native-plant groups and regional botanists) to fill gaps in the official databases. David Graves and others commended the selection of consultant ESA (Environmental Science Associates).

Action taken: Motion to approve item 6m carried unanimously (motion by Supervisor Ramos, second by Supervisor Alessio). Staff said it will return with a mid-summer update on the BDR and then will seek direction on the General Plan procurement, advisory committee makeup and an RFP to hire the General Plan consultant.

Ending: Residents and staff said the BDR is the critical evidence base for future policy decisions; staff committed to technical review of any community-submitted datasets and to public outreach explaining how data will be used.
