The City Council of Odessa unanimously authorized an additional $460,604.17 to cover the difference between the budgeted funds and the contract award for the North Dixie Boulevard pavement reconstruction project from Walnut Avenue to East 40th/46th Street.
Staff told council that on Nov. 26, 2024, the council awarded a bid to Reese Albert, Inc. in the amount of $1,982,104.17 for the North Dixie project. Council had previously appropriated ARPA funds for survey and design and earlier project costs; the award exceeded the budgeted amount by $460,604.17. The resolution approved by the council amended the city budget to appropriate additional funds from the general fund to the project account to cover the shortfall.
During council discussion a member asked whether there had been a problem with the bid process; staff replied the award was in order and the resolution was to formalize the appropriation not previously adopted by resolution. The council scheduled pre-construction meetings and voted to approve the supplemental appropriation so the project can proceed.
Council members asked few substantive follow-ups on the record. The motion to authorize the additional appropriation passed unanimously.
