Authority authorizes certified notices, public hearing for PSAPs missing registration forms

The Oklahoma 9‑1‑1 Management Authority authorized staff to send certified-mail notices to primary Public Safety Answering Points (PSAPs) that had not submitted required annual registration forms and scheduled a public hearing for April 3 to consider potential escrow of funds if noncompliance continues.

Why it matters: state rules and statute require PSAPs to file registration/annual reports to remain eligible for distributions of the 9‑1‑1 fee. The authorized notice and hearing are the next step in the statutory process and give PSAPs an opportunity to explain noncompliance before the authority can lawfully escrow funds.

Staff update and board discussion: Stacy (programs coordinator) told the board she had circulated a spreadsheet tracking registration submissions and that several PSAPs had since filed forms. "To Dakota, McIntosh County and Mayes County has come into compliance along with Perry Noble County. The following counties are still in non compliance, Cimarron County, the City Of Chickasha, Cleveland County, Jefferson County and the city Of Newcastle," she said. Staff said 107 PSAPs had submitted forms; 79 were completed; 33 were returned for feedback; seven awaited staff review. State 9‑1‑1 coordinator Terry warned that the authority may request public hearings at the April 3 meeting for PSAPs still not in compliance with the state statutory training requirements and registration obligations.

Ending: Staff will send certified notices to the named noncompliant PSAPs, publish the April 3 public-hearing notice, and report compliance updates at future authority meetings.
