The Baltimore County Fair Election Planning Commission on Jan. 13 approved technical updates to the Fair Election Fund summary guide and adopted a frequently asked questions document to guide candidate outreach and administration.
Staff asked the commission to accept two technical edits: an added paragraph on page 5 clarifying that the fund can accept voluntary public contributions and a clarification on the reporting schedule (PDF page 24) explaining optional additional reports that certified committees may file during the election year and the calendar year prior to an election. Staff emphasized that checks and disbursements remain governed by state verification: campaign finance reports must be filed with the Maryland State Board of Elections and verified before the county issues public-funding checks. The guide also clarifies optional reporting dates in the year prior to an election and provides the earliest practical timeline for county disbursements.
Commission members discussed the proposal briefly. A staff member noted that county property-tax billing is not a practical channel for soliciting voluntary contributions because many homeowners pay taxes through mortgage servicers and the county would incur implementation costs. The commission approved the summary guide updates and the FAQ document unanimously.
Staff also provided updates on training materials, noting they will wait for the State Board of Elections to finalize a new campaign finance filing software before finalizing candidate training materials.
Action taken: motion to approve the summary guide as drafted passed by unanimous voice vote. Staff said they will continue to update the FAQ and summary guide on an as-needed basis and circulate edits before the February meeting.
