Planning Board sets Feb. 6 public hearing for 2025 Basic Services maps

The Baltimore County Planning Board voted on Jan. 16 to schedule an in-person public hearing for Thursday, Feb. 6, 2025 at 5 p.m. to receive public comment on the county’s 2025 draft Basic Services maps for public water, sewer and transportation.
Andrew Brown of DPWT’s Sewer Design section presented the draft maps and said they are updated annually under the county’s zoning regulations. Brown summarized the section definitions used to determine deficiencies: water deficiency is a failing fire-flow test (residual pressure at the nearest hydrant), sewer deficiency is a lack of conveyance capacity, and transportation deficiency is arterial or arterial‑collector intersections performing at level of service E or F.
For 2025 Brown reported no deficiencies for public water, one deficient sewer area (Richland Manor, unchanged from 2024) and 11 transportation‑deficient intersections reported by the Bureau of Traffic Engineering and Transportation Planning (also unchanged from the prior year). The department asked the Planning Board to set a public hearing to present details and receive citizen comments.
A board member asked whether the staff would explain why deficiencies had not changed year to year; Brown said the Feb. 6 presentation will include detailed information on each deficiency and the reasons for limited change.
Motion to set the hearing was made and seconded on the record; the board approved the motion and directed staff to present the full deficiency details at the Feb. 6 hearing.
